يـرحب ُ أعضاء الربـاعية والترويكـا (النرويج، المملكة العربية السعودية، الإمارات العربية المتحدة، المملكة المتحدة والولايات المتحدة الأمريكية) بانطلاق هذه المرحلة الثانية والأخيرة للعملية السياسية لاستعادة التحول الديموقراطي في السودان.

نــــُــشيدُ بتوقيع الأطراف السودانية للإتفاق السياسي الإطاري في الخامس من ديسمبر، كما نرحب اليوم بانطلاق حوارات ٍ شاملة ٍ لحل القضايا العالقة والأساسية بالنسبة للتحول الديموقراطي السودان. تظلُ هذه العملية، في نظرنا، هي الأساس نحو تأسيس حكومة جديدة بقيادة مدنية تقود السودان خلال فترة ٍ انتقالية ٍ تتُوج بالانتخابات. و نستمرُ في دعمنا بقوة لهذه العملية التي يقودها السودانيون في تنسيق ٍ وثيق مع الألية الثلاثية (يونيتامس، الاتحاد الافريقي، الإيقاد).

نود تذكير قادة هذه الجهود بإلتزامهم بشمولية العملية والتأكيد على المشاركة الفاعلة للمرأة والشباب وممثلين من كافة إرجاء السودان، والمجتمعات المُهمشة على وجه الخصوص، في هذه الحوارات وفي تشكيل مستقبل بلدهم. إننا نُـقدر و نـُـقـر بأن هذه الحوارت ستتضمن الموقعين وغير الموقعين على حد سواء، وأن الباب سيظل ُمفتوحا ً للمشاركة في هذه العملية.

ندعو جميع الأطراف للانخراط بحسن نية في هذه الحوارات وتركيز الجهود لاستكمال المفاوضات والوصول لاتفاق ٍ بأقصى سرعة. هذا ضروري ٌ لمعالجة التحديات السياسية والاقتصادية والأمنية والإنسانية المــُلـِحة في السودان. كما أنه أساسي ٌ لفتح استئناف المساعدات الدولية والاستثمار وتعميق التعاون بين حكومة السودان والشركاء الدوليين .

يـُـدين أعضاء الرباعية والترويكا أيةِ محاولات ٍ لتقويض هذه العملية السياسية بقيادة سودانية أو أثارة مزيد من عدم الاستقرار داخل السودان.

Members of the Quad and Troika (Norway, the Kingdom of Saudi Arabia, the United Arab Emirates, the United Kingdom, and the United States) welcome the launch of this second and final phase of a political process to restore Sudan’s democratic transition. We applaud Sudanese parties’ signing of a framework political agreement on December 5 and welcome today’s launch of inclusive dialogues to resolve outstanding issues central to Sudan’s democratic transition. This process remains, in our view, the basis on which to move toward establishing a new civilian-led government to guide Sudan through a transitional period culminating in elections. We continue to strongly support this Sudanese-led process in close coordination with the Trilateral Mechanism (UNITAMS, AU, IGAD).

We respectfully remind the leaders of this effort of their commitment to inclusivity and ensuring that women, youth, and representatives from all over Sudan, particularly marginalized communities, can meaningfully participate in these dialogues and in shaping their country’s future. We understand and acknowledge that these dialogues will include signatories and non-signatories alike, and that the door remains open for participation in the process.

We call on all parties to engage in these dialogues in good faith and to make a concerted effort to finalize negotiations and reach agreement swiftly. This is essential to addressing Sudan’s urgent political, economic, security, and humanitarian challenges, and is the key to unlocking the resumption of international assistance, investment, and deeper cooperation between the government of Sudan and international partners.

Quad and Troika members condemn any attempts to undermine this Sudanese-led political process, or to provoke further instability within Sudan.
