أشادت دول أعضاء الرباعية والترويكا (النرويج والمملكة العربية السعودية والإمارات العربية المتحدة والمملكة المتحدة والولايات المتحدة) بجهود المنظمين والمشاركين في ورشة العمل هذا الأسبوع. لقد تأخر وضع احتياجات شرق السودان السياسية والاقتصادية والأمنية والاجتماعية في دائرة الضوء الوطنية بشكل مباشر.

شارك هذا الأسبوع، المئات من النساء والرجال الملتزمين بقضية الشرق في نقاشات صعبة في بعض الأحيان لفحص التنوع الثقافي والاجتماعي في الشرق، وناقشوا احتياجات التنمية الاجتماعية والاقتصادية، ونظروا في مسألة تمكين حكومات الولايات والحكومات المحلية من تلبية احتياجات المواطنين. كما سلطوا الضوء على الدور الذي يمكن أن تلعبه الإدارات الأهلية في تعزيز التماسك المجتمعي وأهمية معالجة القضايا التي تؤثر بشكل مباشر على النساء والشباب. أولئك الذين اختاروا الانسحاب من هذه المحادثات فقدوا فرصة مهمة لكي يساعدوا في معالجة الأسباب الجذرية للصراع وتقديم مستقبل أفضل لمجتمعاتهم.

نتفهم أن هذه الحوارات استمرت وستستمر في الترحيب بالموقعين وغير الموقعين على الاتفاقية السياسية الإطارية على حد سواء، وأن الباب لا يزال مفتوحًا للمشاركة في العملية السياسية. ولا يزال شركاء المجموعة الرباعية والترويكا ملتزمين بدعم هذا الجهد والحوارات المتبقية بموجب الاتفاق السياسي الاطاري. ونواصل العمل مع الآلية الثلاثية (بعثة اليونياتامز، والاتحاد الافريقي والهيئة الحكومية الدولية المعنية بالتنمية) والشركاء الدوليين الآخرين لتمكين الشعب السوداني للمضي قدمًا في الانتقال الديمقراطي لبلدهم بموجب الاتفاق السياسي الاطاري، والذي يظل هو الطريق لحكومة مدنية جديدة.

Quad/Troika Statement on the Conclusion of the
Conference on Roadmap for Political, Security, Stability and Sustainable Development in East Sudan

Members of the Quad and Troika (Norway, the Kingdom of Saudi Arabia, the United Arab Emirates, the United Kingdom, and the United States) commend the efforts of the organizers of and participants in this week’s workshop. Putting the political, economic, security, and social needs of the East squarely in a national spotlight is overdue.

This week, hundreds of committed women and men participated in sometimes difficult discussions examining the cultural and social diversity of the East, debated social and economic development needs, and considered the question of empowering state and local governments to address citizens’ needs. They also highlighted the role Native Administrations can play in promoting community cohesion and the importance of addressing issues that most directly impact women and youth. Those who have opted out of these conversations have missed an important opportunity to help address root causes of conflict and deliver a better future to their communities.

We understand that these dialogues have and will continue to welcome Framework Political Agreement signatories and non-signatories alike, and that the door remains open for participation in the process. Quad and Troika partners remain committed to supporting this effort and the remaining dialogues under the Framework Political Agreement. We continue to work with the Trilateral Mechanism (UNITAMS, AU, IGAD) and other international partners to enable the Sudanese people to advance their country’s democratic transition under the Framework Political Agreement, which remains the path to a new civilian-led government.
